Any company that uses a contractor to carry out work on their behalf must ensure that the contractor is competent.  A large number of reportable accidents in the workplace are to contractors.  These accidents can have legal repercussions on those who have appointed them.

The most common way of ensuring that contractors are competent is by the use of a 'Competency Questionnaire' and references.
